They aim to bring about positive change in the population structure through a sustainable development program that encompasses all economic, social, and political conditions. This is achieved by implementing effective planning and regulatory policies that address all aspects of population change, including growth rates, composition, and distribution, with the goal of improving the population's standard of living. This can only be achieved by creating a balance between population growth and the state's social and economic priorities, anticipating outcomes that provide a diverse labor market and services that ensure the well-being of the population.
